Community Resources: Free Legal Clinics

Provides free legal help to low-income individuals/families with civil issues impacting housing, family law, public benefits, consumer fraud, healthcare, children’s well-being, special education and relief from domestic violence. In recent years, services have expanded to address the specific needs of immigrant and refugee families, veterans, community economic development and small-business and minority entrepreneurs. Legal Services now has four offices – St. Louis City, St. Louis County, Hannibal and Union – that serve 21 Missouri counties from the Iowa border to Potosi.

We resolve our clients’ legal issues that stand in the way of accessing housing, jobs, and providing a stable life for their children. We do whatever is needed to help our clients – finding housing, linking them utility assistance, and connecting them to employment, social services, and treatment.

We offer free legal representation for Adult and Child Order of Protection hearings for victims of abuse in the following Missouri counties: St. Louis City, St. Louis County, Jefferson County, Lincoln County, Washington County, Warren County, and Franklin County. Eligibility guidelines address the needs of the poor and the “working poor” and clients receive on-going advocacy and support while the protective order is in effect or until an end to services is requested. Specialized services are provided for immigrants and refugees.

The Senior Law Program provides compassionate representation to clients who are 60 years of age or older, consistent with available resources.

The DEFENDERS Program works to aid active duty servicemembers and military on several different legal issues pro bono, combat predatory businesses practices that target servicemembers, provide education on consumer protection issues facing active duty military, and more.

This resource lists free and low cost legal services starting on page 30, such as ARCH City Defenders, Catholic Legal Services, and Legal Services of Eastern Missouri. In addition, Saint Louis University Law School and Washington University have a variety of legal clinics. Below are the law school clinics at Saint Louis University and Washington University. Note that if there is an area of law not covered in the START list or the legal clinic list, Legal Services of Eastern Missouri has a Volunteer Lawyers Program that supplies pro bono attorneys in specialty areas such as estate planning and community economic development.

The St. Louis Mediation Project is a free program helping neighbors, family members, tenants, homeowners, landlords, and lenders solve housing disputes in and out of court.

At the Tap In Center, individuals can meet with an attorney, learn their case status and court date information, apply for a public defender, connect with local services through the Bail Project, enroll in a program to receive court reminders, and get assistance navigating the court process during COVID-19. The Tap In Center is open every Tuesday from 6:00-8:00 p.m. at the Florissant Valley Branch, and the first Tuesday of the month from 6:00-8:00 p.m. at the Lewis and Clark Branch.
