Introduction

The Legislative Branch is the Branch of the government that creates laws, confirms or rejects Presidential appointments, conducts investigations, and declares war. The Legislative Branch is made up of two groups, the House of Representatives and the Senate. Together those groups form Congress. 

The House of Representatives is made up of 435 members, elected by people in each state. The number of Representatives a state receives is based on the number of people living in the state. There are also six non-voting Representatives who represent Washington, D.C., Puerto Rico, American Samoa, Guam, the U.S. Virgin Islands, and the Northern Mariana Islands. The Speaker of the House is the person who presides over the House of Representatives and is third in line for the presidency if something happens to both the President and Vice President. The House of Representatives has the power to introduce revenue bills, impeach federal officials, and elect the President in the case of an Electoral College tie.

The Senate is made of 100 Senators, two from each state. The Vice President serves as the President of the Senate and casts deciding votes in the case of a tie. The Senate has the power to confirm Presidential appointments, provide advice, and ratify treaties. However, the House must also approve appointments to the Vice Presidential position and treaties that involve foreign trade. The Senate also tries impeachment cases for federal officials referred to it by the House.
